Is Talcon dissolved?

On 1 August 2021, Bjorn I, the Emperor of Talcon, dissolved the nation, which was approved by 3 of the citizens. But we get stuck on this point. Although Talcon was de facto declared dissolved, it was not voted about by the Emperor's Council, the supreme legislative body of the country. However, the Council's three members had been inactive, or in one case left the country. Thus the Council can't vote about anything until majority of the members come out of inactivity or rejoin Talcon. What happens now? Talcon doesn't have any constitution or laws what to do when the Emperor's Council is inactive. Also, the country is a monarchy, but of an unspecified kind. Could that mean that Emperor has the biggest power when the legislative body is not functioning? These are only theories, but is Talcon dissolved? Practically it is, and as I said before, the country hasn't got any laws or constitution, so the Emperor has probably got the right to dissolve the country...
